The Vanuatu Investment Promotion Authority (VIPA) is responsible for the coordination and facilitation of foreign investment in Vanuatu. Their mission is to quickly facilitate, promote and foster foreign investment in Vanuatu, and to generate greater economic prosperity for the people of Vanuatu in close collaboration with key line Government and private agencies and institutions. The VCCI is represented on the VIPA Board.

All foreign investors require a Foreign Investment Application Certificate to operate a business in Vanuatu.
