EXPRESSION OF INTEREST (EOI) FOR PROPERTY DEVELOPMENT
The Vanuatu Chamber of Commerce and Industry (VCCI) is Vanuatu’s National Private Sector organisation, providing business representation, support and development services across the country.
VCCI’s success is credited to the support from its long-standing partners and effective collaborations with its wide range of stakeholders, including Government policy makers, development partners, and most importantly the private sector.
Our mission is to support, foster and advocate for a vibrant, sustainable business community for Vanuatu. The achievement of this mission will require continued support from our partners. In pursuit of such efforts, VCCI is seeking a credible entity or developer to express interest in developing its land property located in Port Vila township, opposite Shefa Provincial Office.

Credible entities or developers, local and international, are eligible to submit their expression of interest (EoI) for developing, operating, and managing the proposed property through a financing and property development model that will provide mutual benefits to both the developer and to VCCI. Benefits to VCCI will focus on the contribution of the project to the fulfillment of its vision and objectives.
Submission of the EoI

EoIs should include the following:
- A company profile detailing legal status, experience, and evidence of implementing at least one similar project in Vanuatu
- Proof of financial capability
- Concept of the proposed property development, including preliminary financing plan and benefit sharing structure.
Requirements
Interested entities or developers should also confirm the following when submitting their EoIs:
- That they have no conflicts of interest or legal barriers regarding their potential engagement with VCCI.
- That they fully comply with national and international quality and environmental standards.
- That they adhere to national laws and regulations governing property development.
VCCI reserves the right to accept or reject EoIs in line with its long-term development and sustainability objectives. VCCI shall not be liable for any consequence resulting from not accepting any EoIs. VCCI will invite the shortlisted developers to discuss the next steps.
Interested developers should submit their EoIs on or before 30th of April 2025 through email at adviser@vcci.vu or physically, addressed to the undersigned and clearly marked “Expression of Interest on Property Development”:
